Has local government been left out of the discussion on the Reform of the Federation? What are the implications for local government financial management and inter-governmental relations? Dr Bligh Grant examines these questions in light of the recent Reform of the Federation 'Discussion Paper', arguing that to exclude local government from discussions on federal reform amounts to a 'hollowing out' of the federation.
